บทคัดย่อ การวิจัยมีวัตถุประสงค์เพื่อ 1. ศึกษาสภาพและปัญหาของคนพิการในเขตองค์การบริหารส่วนตำบลทุ่ม 2. ศึกษาสิทธิทางอาชีพของคนพิการได้รับตามพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 โดยผู้วิจัยได้ใช้วิธีการเก็บรวบรวมข้อมูลเชิงคุณภาพ โดยเครื่องมือที่ใช้ในการรวบรวมข้อมูล คือ การสัมภาษณ์เชิงลึกกับคนพิการ เจ้าหน้าที่ภาครัฐ องค์การบริหารส่วนตำบลทุ่มและสำนักงานพัฒนาสังคมและความมั่นคงของมนุษย์จังหวัดศรีสะเกษ ผลการวิจัยพบว่าคนพิการในตำบลทุ่มจะต้องมีลักษณะความพิการ คือต้องเป็นคนพิการที่มีความพิการเชิงประจักษ์ หรือต้องเป็นคนพิการที่รัฐมนตรีว่าการกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ได้ประกาศกำหนดประเภทความพิการที่มีลักษณะ 7 ประเภท เพื่อให้ได้รับบัตรคนพิการ สามารถมีสิทธิตามที่กฎหมายกำหนดไว้ได้ คนพิการสามารถได้รับการฝึกงานจากศูนย์ส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการตำบลทุ่ม ให้ได้รับการฝึกงานประเภทจักสาน เลี้ยงเป็ด เลี้ยงไก่ เพื่อให้สามารถไปประกอบการสามารถหาเลี้ยงตนเองและครอบครัวได้ คนพิการในตำบลทุ่มได้รับบัตรคนพิการ ซึ่งทำให้ได้รับสิทธิประโยชน์ต่างๆ ตามกฎหมาย คนพิการในตำบลทุ่มไม่มีผู้ใดทำงานในสถานประกอบการหรือหน่วยงานของรัฐองค์การบริหารส่วนตำบลทุ่มได้จัดฝึกอบรมอาชีพให้กับคนพิการและคนพิการยังสามารถกู้ยืมเงินจากกองทุนส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการมาทำประกอบกิจการ

Abstract This research aims to: 1.) Study the condition and problems of people with disabili-ties in the Toom Sub-district Administrative Organization. 2.) Study on the occupational rights of persons with disabilities received under the Empowerment of persons with disabilities Act., B.E. 2550. This study used quantitative research methods to collect data by means of in-depth interviews with persons with disabilities, President of Toom Subdistrict Administrative Organiza-tion officers of public sector organizations and Sisaket Provincial Social Development and Hu-man Security Office. The results shown that it has to be a disabled person with an empirical disability or must be a disabled person at the Minister of Social Development and Human Security has an-nounced the classification of disabilities with 7 types to obtain a handicapped card can have rights as required by law Persons with disabilities can receive an internship from the Center for the Promotion and Development of the Quality of Life of Persons with Disabilities in Tam-bon Toom. They will receive an internship in the types of basketry, duck rearing, and chicken raising so that they can go to business and be able to support themselves and their families. People with disabilities in Toom Sub-district received a handicap card, which makes it possible to receive various benefits according to the law. There is no one with disabilities in Tambon Toom, working in private sector or government agency. Toom Sub-district Administra-tive Organization has organized vocational training for people with disabilities. Persons with disabilities can also borrow money from the Fund for the Empowerment of persons with disa-bilities to operate their businesses.
