บทคัดย่อ การศึกษาวิจัยครั้งนี้เป็นการวิจัยแบบผสม มีวัตถุประสงค์ 1. เพื่อศึกษาระดับการพัฒนาสภาพแวดล้อมการเรียนรู้ด้วยตนเองของนักศึกษา วิทยาลัยกฎหมายและการปกครอง มหาวิทยาลัยราชภัฏศรีสะเกษ 2 เพื่อทราบถึงปัญหา ข้อเสนอแนะ และแนวทางการพัฒนาสภาพแวดล้อมการเรียนรู้ด้วยตนเองของนักศึกษา วิทยาลัยกฎหมายและการปกครอง มหาวิทยาลัยราชภัฏศรีสะเกษ กลุ่มตัวอย่างที่ใช้คือนักศึกษาในคณวิทยาลัยกฎหมายและการปกครอง มหาวิทยาลัยราชภัฏ ศรีสะเกษ จำนวน 270 คน และกลุ่มเป้าหมาย จำนวน 9 คน เครื่องมือที่ใช้คือ แบบสอบถามและ แบบสัมภาษณ์ การวิเคราะห์ข้อมูลใช้สถิติ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ เชิงพรรณนา ผลการวิจัยพบว่า ในภาพรวมการพัฒนาสภาพแวดล้อมการเรียนรู้ด้วยตนเองของนักศึกษา อยู่ในระดับมากทุกด้าน โดยมีด้านการบริหารมากสุด รองลงมาได้แก่ด้านกลุ่มเพื่อน ด้านห้องสมุดและสารสนเทศ ด้านการเรียนการสอน และสุดท้ายคือด้านอาคารสถานที่ ด้านสภาพปัญหา เช่นอุปกรณ์การสอนไม่สมบูรณ์ เช่นโปรเจ็คเตอร์ ไมโครโฟน และระบบไฟฟ้าตามห้องต่างๆ อาคารเรียนมีสภาพที่เสื่อมโทรม การเรียนการสอนมีสื่อการสอนการเรียนรู้น้อย วัสดุออุปกรณ์ที่ทันสมัย ไม่เพียงพอ หลักสูตรไม่สอดคล้องกับสายงานและอาชีพ หนังสือในห้องสมุดมีไม่ค่อยหลากหลาย รวมทั้งสื่อสารสนเทศอื่น ๆที่ใช้ในการสืบค้นข้อมูล ยังขาดความรวดเร็ว แนวทางในการพัฒนาคือ ควรปรับปรุง สื่ออุปกรณ์ให้อยู่ในสภาพที่สมบูรณ์และพร้อมใช้งาน ทั้งอุปกรณ์ไฟ้ฟ้า ระบบส่องสว่างภายในห้องเรียน ควรเน้นการเรียนการสอบแบบยกตัวอย่าง กรณีศึกษา และการปฏิบัติ มีนวัตรกรรมใหม่ ๆที่ใช้ในการสอน อยากให้มีการจัดกิจกรรมในลักษณะสายสัมพันธ์ระหว่าง อาจารย์ เจ้าหน้าที่ และนักศึกษาร่วมกันเพื่อสร้างความสัมพันธ์อันดีที่สามฝ่าย

Abstract Research Title: Guidelines for Developing a Self-Learning Environment for Students of the College of Law and Goverment, Sisaket Rajabhat University Researcher: Prasert Buajanat Field of Study: Public Administration, College of Law and Goverment The purposes of this mixed-method research are to (1) study the level of development in the self-learning environment of students at the College of Law and Goverment, Sisaket Rajabhat University, and (2) identify problems, provide suggestions, and propose guidelines for enhancing the self-learning environment for students at the university. A sample comprising 270 students from the College of Law and Governance at Sisaket Rajabhat University and 9 target individuals was used. Questionnaires and interviews were employed as research instruments. The statistical methods for data analysis included percentages, means, standard deviations, and descriptive analysis. Research results shows that overall development of the self-learning environment for students was at a high level across all dimensions. The highest score was for administration, followed by peer group, library and information services, teaching and learning, and finally, physical facilities. Challenges identified included incomplete teaching equipment such as projectors, microphones, and electrical systems in various classrooms, deteriorating buildings, limited teaching and learning materials, insufficient modern equipment, curricula misaligned with career paths, and a lack of diversity in library books and other information resources, which were also slow in information retrieval. The suggested guidelines for improvement include updating teaching materials and equipment to ensure they are complete and ready for use, improving classroom electrical and lighting systems, emphasizing case study-based teaching and learning with practical examples, integrating new teaching innovations, and organizing activities to strengthen relationships among teachers, staff, and students to create a positive environment.
